‘Top cops gave orders for fake
encounters’
Alleges former DGP RB Sreekumar in a 16-page letter to Special Task Force

Former DGP RB Sreekumar has alleged that police officers of Gujarat were given specific instructions by their superiors after the riots of 2002 to kill Muslim ‘extremists’ in fake encounters. He has made this allegation in a 16-page written submission before the Special Task Force headed by Justice (retired) HS Bedi.

“I have relevant information to indicate that a series of alleged fake encounters were planned and perpetrated in pursuance of a covert agenda of the Gujarat state government, implemented through a set of police officers, who reportedly enjoyed extra-hierarchical accessibility and proximity to the political leaders heading the state government,” Sreekumar has alleged in his written submission. He has further alleged that when he was ADGP (Intelligence), there were many meetings and briefing sessions convened by senior officers, from the DGP to CM Narendra Modi.

“The proceeding of these meetings were never recorded and documented. In these meetings, often many illegal, improper and unethical verbal orders were given to me by seniors including the CM,” Sreekumar has alleged.

He has also claimed that in May 2002 and June 2002 there were two instances where he too was given the order to eliminate Muslim ‘extremists’ which he did not act upon.


Why nothing after April ’07?
An impression was created that the encounters had thwarted plans of jehadi groups to kill senior BJP and RSS leaders. Why had these jehadi groups stopped sending assassins after the arrest of some police officers in April 2007? [Three IPS officers were arrested in April 2007 in connection with the Sohrabuddin Sheikh fake encounter case.]

The state government and police used to announce after every encounter that action was initiated on intelligence received from central or state agencies. Why was such sensitive intelligence received by Gujarat police only between October 2002 and January 2006?

In the investigation done by the Gujarat police after each encounter, why was no critical information unearthed or arrests, searches, recovery of weapons and evidence or deeper investigation done?
